Disable Attachments from opening in Browser Cloud view

Hello,

With the recent changes to Cloud JIRA, we are now having the attachments opening into a Cloud View with the .CSV files we have attached. The old view of JIRA would automatically offer a download link if clicking on an attachment with JIRA issue. 

This new addition is causing a major delay with our processes. 

How can we get the new Cloud Jira design to act the same with Attachment files to offer download immediately?

I found this other pager. Turns out I don't even have"Confluence Previews" plugin installed. Can't find it anywhere in my list. To disable it
