Disable Dashboard from certain users

Is there a way we can block certain group of users from creating reports on dashboard? We have certain group of users that only login and submit tickets but we would not want them to do any kind of complex reporting from the dashboard.

You can only stop users from sharing the dashboard. To stop users adding more gadgets, you will need to modify the code. Maybe disable the configure link for people in certain groups!

You will need to code that into the gadget. It may not be an option for you if there are 10 gadgets you want to hide or if you want to hide all gadgets.
