Disabling Inline Version and Component creation

How do I disable inline version and component creation, which just came out this past release? I don't want everyone to be able to add components and fix Versions.

The option is still limited to project adminstrators, so not "everyone" can add components and versions.

You can't disable it without code change I'm afraid, although you might be able to do something ugly with javascript.

Is there any plugin or option to disable this in JIRA 6.4.10?

No, it has not changed. It's been requested a couple of times and Atlassian have closed the requests with "won't fix", so I suspect my original answer is going to stand.
