Editing the project key on JIRA can be done. But can it be done by the project admins or is it something only JIRA administrators can do.
There is no mention on the permissions needed to perform this operation on the JIRA documentation for editing a project key

Aich, great question. For your awareness and future use, you can test and confirm your inquiry: Pick a project to experiment in and sign-in as a user allocated to the project's Administrator role, but ensure the user isn't a JIRA Administrator. When you go to Edit Project, you won't see the project key field as an option.

Now, update the user's group membership and include them as a JIRA Admin. If you sign in as the same user, now with JIRA Admin rights, you will see the key field when you select Edit Project.

Select "edit key" and JIRA will prompt with the requisite re-index message and warning.

The topic is under the JIRA administrator section so I would say only an administrator can do it. Also only administrators can create projects so it makes sense only they can change the key.

Project admins definitely can't do this. Only JIRA admin would be able to do it. It does a SQL update on the backend which could be intense depending on how many issues are in that project.

It use to be database intensive before 6.1. Now, there is a project key table so the name can updated but the primary key remains the same.
