Fields Required Validator is disabled.

This question is in reference to Atlassian Documentation: How to make JIRA applications fields required in a workflow transition

I enabled the Suite Utilities module but The Fields Required Validator is disabled default and I can't enable it. When hovering over, it shows the text, "Module cannot be modified". 
Any ideas?

Is JIRA applications Suite Utilities a paid plugin in JIRA server? 

Is there any way to use field required validator without additional add-on purchase in server?

If you believe this to be a bug your best bet is to approach support.atlassian.com, their turnaround should be much faster than Answers.

However I believe that KB article is wrong, you should have a Field Required validator out-of-the-box in JIRA Cloud now.

Are you using JIRA Cloud or JIRA Server/On-Premise?
