Group Assing problem

I created a custom field with the group assing pre-defined in the system. For me, it let me choice the group with no problem but other the field is locked and the pop-up doesn't show with the group list and a lock image shows. Where I have to go so everybody can choose a group? or even better, give them the choice of choosing 1 group only.

The person that try this is a administrator in jira.

If I understand what you're asking correctly, you're trying to have non-admin users assign themselves into groups. I believe that only someone with admin privileges can do this, so you or some other administrator needs to put the other users into the appropriate groups for them.
