How To add timezone in Jira in setenv.bat file

How I can add -Duser.timezone.America/New York in JVM arguments in setenv.bat file in Jira. Please tell me how to modify it .

I have not been able to verify tihis but I think it should be: 

-Duser.timezone=America/New_York
