Hi Steve,
See https://confluence.atlassian.com/display/JIRAPortfolioServer/Status+and+Progress+Tracking for how progress (%complete is aggregated with different progress tracking options available)
At the very bottom of this page, there is an overview on the capacity view: https://confluence.atlassian.com/display/JIRAPortfolioServer/The+Graphical+Schedule
Generally, free capacity in a time period is calculated by adding up the weekly hours of all available team members, or in case of planning in story points, simply the velocity forecasted for a particular sprint.
Planned capacity is the sum estimates in JIRA Portfolio of work items scheduled into a particular time period, putting these two in relation (planned/capacity) gives the utilization.
Cheers, Martin

How does JIRA portfolio forecast the velocity for a particular sprint and what is the formula to determine this value?
