if you ant to order the issues then one way is to add a numer-customfield and name it like "order". There you can enter a numer for priorization and sort this column in the navigator. The other way is you use plugins which will allow you to order by drag and drop.
The summary isn't really English, I can't work out what you are trying to say.
My best guess is that you have a list of issues where a certain person is the current assignee, and the issue type is "task". You want to set the priority for all of them to a certain setting.
The answer to that is "use bulk edit". But I'm not sure my guess is correct - could you confirm? And if it's the wrong guess, explain a bit more?
