How do I turn on HTTP Access Logs for all Users?

Recently got audited and now need to turn on logging for all users who access the JIRA tool in the production environment.

.  Where can I find the Atlassian-jira-http-access.logs?  I have made the change, but still do not see users logging into JIRA
