Can someone let me know how to bulk upload user story in JIRA

You can perform this via 2 options:

1. Search -> Three DOTS -> Import issue from CSV - Ref. https://support.atlassian.com/jira-work-management/docs/create-issues-using-the-csv-importer/
Note, this have few limits ex. 250issue per import, you cannot update the issue, cannot update Date Created as of past date.

You will need the Create work items project permission and the Make bulk changes global permission for the projects you want to create work items in. Note that your administrator can perform more advanced bulk imports. Users without administrator permissions will be able to import 250 work items per CSV file.

2. Import via External System import -> CSV: This can be done by Jira admin only wherein you can import data, update existing date, update created date as well

'Import issues from CSV' is an option made available so non-administrative users are also able to import issues to Jira. However, there are certain restrictions that one will not encounter while using the wizard. Some of the things you CANNOT do while using 'import issues from CSV' include; being able to create new users, importing projects(you can only import to an existing project), creating custom fields/resolution values.
