please let me know, how to restrict issue create permission and i have four issues types like story
bug
epic
task
only particular user can create the issues in a project and remaining users in a project can view and edit but can't create , plese any one give me the solution

Go to your project setting -> Permissions -> Actions -> Edit Permissions -> Then edit the "Create Issues" permissions to the relevant user/ group and leave the "Browse Projects" permissions to all your jira users.
Make sure that the Permission Scheme is only for this project and not used in any other projects.

If you're using the default permission scheme the group that allows users to logon is listed by default.
JIRA works by GRANTING access. You can't restrict access. By default, it grants access to the group used to logon (used to be JIRA-users but may be different on your version). This is probably where you're getting the access from.
This may be a big effort, but it will payoff down the road by making it easy to control access.
