I am Working for a Department and I would like to see the Status of all the projects under my department. That includes Stories each Sprint,Story Sizing..etc etc

However the teams are using Rapid Board and this makes it difficult to get an Unified report for the Department.

Is there a way? where we create a dashboard for the department?

Also, the Projects and Department do not have any link

Yes, can create a filter with all proyects:

1. Click in the global search (header of website) and press enter button without content.

2. Jira display a blank search with all projects, press "save filter" button and set the name : "All projects"

3. In the Dashboard in fast filter type "All projects", select the "All Projects" option and press the "save" button.

Now, enjoy the global dashboard with all issuses of all projects.

This worked for me! I created the filter and saved as described above, then added the Favorite Filters Gadget to my dashboard. This was a great work around, thanks for the suggestion!

Please explain what you are calling the "fast filter" on the Dashboard. I do not see that feature on my dashboard.

All of the Agile Sprint gadgets are by 'board' and unfortunately cannot select multiple boards. This means you'll have to have redundent gadgets, one for each board you wish to track.

For a high level view of each project you will want 2 gadgets per project added to a board; Agile Sprint Health Gadget, and Agile Sprint Burndown Gadget. This will show you the overall status of each project, but not the stories. The Agile Wallboard Gadget shows stories, but takes up considerable space, and if adding multiple of these gadgets for tracking different projects, you may want a separate baord for just these Gadgets.

If you have your heart set on a single gadget that returns information from multiple projects, you will need to create custom filters, and use other JIRA gadgets. For instance, if you want to see all issues that are unresolved, in all projects, and in all open sprints, you would have a filter such as...

project in (ABC, XYZ) AND Sprint in openSprints() AND resolution = Unresolved

You could then add a Pie Chart, or gadget of your choice, and use this saved filter to display the results.

I think this will definably help you Display multiple Jira Boards/Project in one view. Using an add-on  solution you can combine many boards from same or different projects in a single view for easy of visibility.

You could also look into a reporting solution such as Intelligent Reports. This can create a report including charts for you based on information from multiple boards.

You design your report in Microsoft Word, then use some simple point and click rules to fill in the data. No scripting or API to learn.

There is even an "All boards progress report" sample report included, which should give you some of the information you are looking for, and can be customized to get anything else you need.
