Also, if your organization runs Active Directory - you can configure JIRA to communicate with your Active Directory and have users /groups filtered and synced to JIRA.

You can create a user in Administration -> User Management -> Users -> Create User.
There you can create a user and defining the username, display name, email and password.
You also can set an empty password and let JIRA send an email to the user in order to set his own password.
To create a group, Administration -> User Management -> Groups -> Add Group.
You just type the group name and click on "Add group".
To add users to groups you can go to the specific user and add groups or clicking on "Edit members" in a group.

Note that you can access Administration from the upper-right corner gear.
If you can't see the Administration tab is because you don't have enough permission.
Ask your JIRA administrator to create the users and groups.

To create users/groups you have to have Admin acess.
