Ah! This is the name of the add-on. :-) It's a pity that disabling the add-on or some of the modules will not work.

I'm using a server installation (6.4.1).
Yesterday I already tried to disable the “JIRA Welcome Plugin” (1.2.1) — However, new users see the “Quick Tour” and also uploading a avatar.

If you are using JIRA Server you can just disable the JIRA Welcome plugin. If you are using a JIRA Cloud instance, you need to contact support to have the plugin disabled.
