I'm in jira configuration overload!!!!
I created a "test" group and when those testers browse an issue they are only allowed to comment on the issue one move it from one particular status to another. Move it from one status to another has been solved using transition conditions in the workflow but I'm unsure about the assignee configuration. Screens???
Who can assign an issue is driven by permissions. Check the Assign Issue permission here : http://confluence.atlassian.com/display/JIRA/Managing+Project+Permissions
Thanks again for the quick response. The web-item module capabilities is a nice backdoor but being a C/perl hack, I'll shelf this requirement for now. If anyone feels so inclined to code it up, I'd be happy to test it but for now I'll mark this question answered.

That looks like permissions on the web-item module. If you have Assignable permission and it is not assigned to you, you will see the 'Assing to me' operation. To hide it based on project roles, you need to modify the web item module by adding conditions as mentioned here.

Thanks Jobin, now to refine the question. So I created my own permission scheme and associated with my project. When editing the Permission scheme, under "Issue Permissions" there are two permissions:
1/ "Assign Issues" which now assign a permission to a new group: DevMgrs which can assign issues only.
2/ "Assignable User" was left with the jira-developers permission.
So now both the "Assign" and the "Assign to Me" buttons are disabled for all developers. Where I only want the "Assign" button disabled. i.e. A Reporter raising an issue can assign it to themselves but only a "manager" can assign it to other personnel thereby managing their resources.
Possible?
