How to restrict fields to enter project administrators only

I have 3 custom fields in create issue screen, I need to restrict the same fields to enter Project admins only,

You can use scriptrunner to restrict fields to roles

e.g.

I am pretty sure this can be achieved using Issue Security configuration.

Security levels will apply to visibility of the issue itself not individual fields
