How to restrict user creating new version number while reporting a bug

Need to restrict user creating a new version number while reporting a bug, is there any way to restrict.

OR need to make version field as only selectable from the list.

Only project admins can create versions, so removing their rights to be project admins will do it.  Otherwise, um, you don't want to, because they are admins.
