How to set fields "label" & "Component" as mandatory in JIRA creation

My requirement is, a JIRA should not be created without a component name or Label

• When a JIRA is created by a list of users it should have a default label
• "Component" & "Label" should be kept as mandatory fields instead of optional while creating a JIRA

Change the "field configuration scheme" for the project - you can set component and label as mandatory in there.

Defaulting a label is not possible (and kind of defeats the purpose of what they're for anyway)
