When I try to set the "Maximum Authentication Attempts Allowed" to blank, it gets set to 3. This is with JIRA 6.4.7 and JIRA 7.1.7

yep, blank converts to Unlimited

I think the comment I added there about using an empty string not null makes it work for later JIRA versions
