Every project need's to have a permission scheme, and every project comes with the default one.
You need admin rights
Go to Jira Administration (top right corner cog)
Project's -> find your project -> open your project -> summary -> permissions -> there you will see Scheme click that and then the permission scheme will open in top right corner you will see actions click that and click "use different permissions scheme" where you can swap your existing scheme for the desired one.
Also, you can create a permission scheme's and then associate them with projects.
