We're the makers of the Checklist for Jira server app. Our app can easily be manipulated via either ScriptRunner or Automation.

However, since our app is a custom field, you could then link it to a specific Issue Type and then prepopulate the issue with checklist items without the need to use scripting. Here's a link to our documentation.

That's not a good way to impose micro-management on people, but if you really must, then you'll need to install an app that provides checklist functionality, and then automate or script something that can create an issue for every user with the checklist on it.

I'd look for checklists for Jira and then do the automation work with Scriptrunner.
