I'm trying to document configurations in a JIRA application. My question is, if a workflow is 'Inactive' does that mean that nothing is using it at all?
No Incidents/Tickets
No Organizations
No whatever items that are in JIRA
Not really. A workflow is usually inactive when does not have any schemes associated to it, but it could happen that you have a not yet published scheme associated with the inactive Workflow.
The good news is that, if you have a inactive workflow associated with a not yet published scheme, you will not be able to delete the workflow, so you will not break things.
Apart the case above, an inactive workflows is not being used anywhere in JIRA.

Only issues use workflows though, you don't need to think about whatever you mean by organisations.
