We know there is a permission scheme assignable to the project that limits which users can create issues, but we want to be able to limit certain users from being able to create certain issue types. I think this would be a great feature since we don't want some users to create certain issues within the project.

Is there any reason why JIRA refuses to fix this issue? Seems like a lot of people are clamoring for it. It even makes sense in the process sense. For example, you want your testers to open up Bug tickets, but you don't want them necessarily opening up Change Request tickets.
