Is there a API to create JIRA tickets from google sheet

Lets say if there are 100 rows of user stories in a google sheet and these has to be converted into individual JIRA tickets. Is there an API to start with from the basic integration of google sheet and JIRA? And then write a function to create JIRA tickets from each row?
