There is an open source desktop client that can be used with Jira Server/Data Center.

There is not a desktop client for use with Jira Cloud. There is a change request about that here:

While Atlassian has phased out their official desktop app, we're excited to introduce Desktop App for Jira – which brings back the convenience of desktop usage with enhanced features!

THERE ARE ON-PREMISE VERSIONS OF JIRA (server, data center) THAT CAN BE INSTALLED ON YOUR WINDOWS PC BUT ARE ALWAYS ACCESSIBLE FROM A WEB BROWSER
