×I am assisting a team with Jira configurations, and one requirement is to have a field for a user-defined set of URLs, and another is to have a set of user-defined lines of text.
Rather than having one giant text space, they want the ability to enter a line of text/URL and add it to the field, then add another, and another, etc., with each entry being a distinct value.
Essentially it would be a multi-value field without pre-defined values; the fields would allow for users to enter text; one field would support standard text, and another would be specifically for entering URLs that would be clickable in view mode.
Plugin solutions will work, preferably (but not necessarily) no code or low code.

Unfortunately, every entry in your example would need to be a unique field in Jira. I'm sorry this is not the answer you want, but it is a limitation of Jira.
