Is there a way to edit custom field configurations via API (specifically issue type and project)

A few years ago we created a project that has 50 custom fields. To reduce overhead I set those Custom Fields up to be limited to a specific issue type and project.

Fast forward we need to add a new issue type and project that requires those fields.

Is there a way to bulk update those fields programatically?
