We currently run many of our processes using checklists which are manually created and are managed external to JIRA. I am currently investigating whether there is the facility to add checklists within Issues which would mean we could consolidate our processing to within JIRA. I can see many questions and answers that confirm there are plugins available for the Cloud version that support this, but can anyone tell me if there is an option for non-cloud accounts?

there are several checklist apps for Server and Data Center hostings too. You can view them directly on the marketplace: https://marketplace.atlassian.com/search?hosting=server&query=checklists (this list only displays apps available for server)

The app Elements Checklist is available for both on premise and cloud. You can create basic checklists with a checkbox and text, but also more sophisticated ones if you need them (select lists, user field, calculated attribute...).
