It has gone over big - what i need is a process for users in general - assuming i am the reporter - Can i assign a different reporters? and what steps can I take upon using it. IT already works -
the rquirements are - user can submit isssue through IC - then a jira ticket gets created-
since i am the reporter - I can assign the ticket to anyone - this i get. depending on what i choose - I want to ensure that all useres submitting an issue get followup notifications? assuming they are jira users.

We use many collectors, and have for years.
I have a dummy account/email that all collectors use for new submissions, and like Kinnera said, once the tickets are submitted and into Jira you can manage them like any other ticket, assigning to different people or changing statuses.
Once the ticket is submitted by end user using the Issue Collector form, then the ticket gets created within your project.
If you're set yourself as a reporter in the Issue Collector then the ticket gets created under your name, and yes you can change the reporter name once the ticket is created.
If end user who submitted the request has JIRA access then he'll be able to receive follow-up notifications.
