Do anyone know when jira 7.13.7 will be released.

Probably never. The latest version is 8.3.0 and although older versions are supported it is unlikely that they will add new features in a 7.x.x version.

I've asked because a vulnerability has been reported in Atlassian JIRA, which can be exploited by malicious users to disclose sensitive information which should be fixed in 7.1.3.7
