After upgrade to JIRA 8.15.0 comment/update/any action on issue, notifications do not send at all. Тest mails arrive successfully Mail server work and receive mail. Notification scheme checked via Notification helper. Users have to get mail on comment. I do not see any mail errors in JIRA outgoing mail log. (I turned on debug for mail)
Need help.
Our instance is having the same issue. Previously on 8.2 and email batches worked fine. After upgrading to 8.15, email batches worked for 1 week before breaking. We have >100 projects all associated with notification schemes where they notify each time an issue is updated.
Nothing populates in the mail queue.
Sending test emails work fine.
There are no errors in our logs.
Disabling mail batching populates the mail queue again and successfully sends out emails.
Trouble with insight plugin. When it disable mail do not work.

We have a known issue where problems with batch email notifications are not logged within the atlassian-jira-outgoing-mail.log (please see JRASERVER-70759).
This has been resolved in versions 8.5.7, 8.11.1, and 8.12.0 and will now start adding any related errors to the logs. This doesn't mean that issues will be prevented, but it will be much easier to identify what the issues are.
In the meantime, feel free to enable debug logging for com.atlassian.jira.plugins.inform within the ⚙️ → System → Logging and Profiling page to see if anything shows up in your instance logs.

@Pavel K_ please confirm that the Jira Notification Scheme is associated with the project. Also, make sure it has the group service-desk agents added to the issue created.
