What are the possible parameters that can be used in graphs in JIRA. Is it possible to graph different states of the workflow other than open/close or created/resolved.

Using Graphit plugin, you can see all project's issues evolution over time/versions and statuses. Graphit dynamically takes into account your customized states if any. http://www.tartech.net/graphit if you wanna have a look.

With the below Workflow Steps:

Create

Open

in-progress

hold

investigating

client verification

Resolve

Close

Would it be possible to chart the number of issues over a period of time (such as 30 days) between hold vs investigating or in-progress vs client verification or so on.

If you are talking about a chart gadget within JIRA, you need to add a chart plugin. If you have Confluence, you can do that in Confluence using chart macro, which you should be able to use any parameter with select field option.
