JIRA Public signup

I don't see public signup setting on JIRA Server 7 after configuring mail settings. The exact version I'm using is v7.1.4#71008-sha1:eaa0661

I'm following instructions found at https://confluence.atlassian.com/jira/enabling-public-signup-and-captcha-185729483.html but I'm not able to find the 'Mode' drop down option as described in the instruction. I've already configured POP/IMAP settings and still unable to configure this.
