Is it possible to get a filter component in Jira,
to filter some fields, like Excel table (data -> filter)

With add-on JExcel you can create, edit and filter just like in Excel.
It provides you an Excel-like interface. And Its completely free!
It is also possible to use Ctrl C + Ctrl V for importing and exporting.

Can you provide some more detail on what you are trying to achieve? JIRA already has a relatively powerful issue filter built in (under the search for issues) link and there is an advanced version where you can write SQL like commands to restrict.
Once you have defined these filters you can then use this to produce tables in dashboards or even to be the basis for an Agile board. If you have Confluence linked to your JIRA instance you can even put these tables within pages on Confluence.
