Jira Mobile, do customers count as users?

When using Jira Mobile do the customers count against your licensed users, or are they effectively annonymous users leaving your licensed user count to be used by the dev team.

If the users have to login then they count. i.e. If they are a member of the jira-users group then they count.

If the customers don't have a login then they don't count.
