For a question like this, please post an image of your complete automation rule, images of any relevant actions / conditions / branches, an image of the audit log details showing the rule execution, and explain what is not working as expected. What version of Jira are you using: Jira Cloud, Jira Server, or Jira Data Center?
The version you are using impacts what features are available to automation rules, including how to perform bulk / list operations like you describe.
For example, the plural smart value {{issues}} is only available for Jira Server and Data Center, and then only when using the bulk-handling feature of Scheduled Triggers or Branches.
