If I am already paying for a support contract why do I have to pay for Jira Service Desk to be able to get Technical Support? If this is not the case could you make it clearer on your website?

Could you clarify which message and on which page? JIRA Service Desk is an add-on for JIRA, as JIRA Agile is; so unless you're using JIRA Service Desk and want support for it, there's no need to pay for JIRA Service Desk to receive support for JIRA - see https://marketplace.atlassian.com/plugins/com.atlassian.servicedesk

If I go to https://www.atlassian.com/resources/support and click Tech Support I get a page (https://support.atlassian.com/customer/home) which talks about how it's changed to Jira Service Desk at the top.
If I wanted to request support for an issue with Jira where would I go?

I see, you're referring to the 'support.atlassian.com has been updated to use JIRA Service Desk. If you have questions about how to use Service Desk, check out our Service Desk FAQ' message.
This is simply stating that now Atlassian Support is using JIRA Service Desk to support our customers. This is actually the page you'll need to use:
On https://support.atlassian.com/customer/home, click on Loginon the top-right corner. After logging in, also on the top-right corner you can see a 'Create Issue' link. You can raise an issue through there, and Atlassian Support will help you then. :)
