Jira not installing. unable to configure database

Step 1: Jira Landing page

Step 2: Select I'll set it up myself and select Next. 

Step 3: Configure a database for Jira. dost show, instead lands on error page

Tried on 2 servers same error

Error:

com.google.template.soy.tofu.SoyTofuException: When evaluating "length($globalErrors)": While computing function "length($globalErrors)": Argument to length() function is not a SoyList (found type com.google.template.soy.data.restricted.UndefinedData).

solved. I reinstalled jira software as root and started as jira user, and it worked. so either previous installation went bad or some permission was messed up (i guess)
