My organization is looking for a resource management tool to use in conjunction with Jira/Confluence/Bitbucket.
Ideally, we would like for this to be a marketplace application, however anything that can integrate with our Atlassian tools would be welcome as well.
I have looked around the marketplace, and have not been able to locate anything that is hitting the right boxes, so I'm wondering if anyone has any experience in this area.
What we need is a resource planning tool that looks at resource utilization from a global perspective, and not just resource utilization per project. We tried Portfolio, but since resource management is per plan, it does not give us the correct visibility at the big picture level. We also reviewed BigPicture, but it seems to be extremely similar to Portfolio.
We would also like to have a skill matrix baked into our resource planning tool as well.

ActivityTimeline is an external add-on for Jira that allows to do resource planning per person (across projects). Hope that's something you are looking for!
Have you had a look at Tempo Planner ? The docs seems to suggest that you can check resources across the entire organization: https://tempo-io.atlassian.net/wiki/spaces/TEMPO/pages/172294380/Working+with+resource+planning

Does Tempo planner have any of the concerns around load/upgrades that come with Temp Time Sheets?
