We have our teams set up so that 10 teams align to a single portfolio. We have a Portfolio Jira Project that houses the Milestones and MVIs. The teams use their own Jira Projects that house Epics and Stories that link up to the MVIs.
I can't figure out how the MVIs can be prioritized (e.g., 1-25) in a way that persists across various views. We have tried Advanced Roadmaps and the regular Backlog view (drop and drag) but it doesn't seem to drive the other views.
Once the MVIs are prioritized we want our Product Owners to prioritize the Epics of their teams.
Thoughts?
Editing to add: I don’t have an ability to get additional software or plug-ins. Does Jira not let me prioritize MVIs in a way that persists in a view?

I would recommend the bigpicture enterprise plugin for prioritizing epics across different teams and creating relationship. We have a similar situation with 15 value streams and we are using it for pi planning.

You may want to check out airfocus.com. It's deeply integrated with Jira (2-way-sync and advanced field mapping). In airfocus there are nice ways to give every team its own workspace and prioritization framework and then bring everything back to a portfolio view.
