All Project Roles (Settings -> System -> Project Roles) can be viewed in People section of Project Settings but not 'atlassian-addons-project-access'. Why it is so?
atlassian-addons-project-access is a special Role, used for add-ons restrictions only. You cannot add some user to this role thru "People" menu:

At first check that you have this role /secure/project/ViewProjectRoles.jspa
Then you should be able to use it in your permission scheme:

It is available there (and i guess it's by default) in System -> Project Roles. But not at project level when we check from Project Setting -> People where we can assign the role to users
