I don't understand why:
- the number of active (therefore counting towards the license limit) is greater than the total number of users.
- all the users of crowd directory (also those not belonging to one of the 3 jira groups) are listed on the jira's users browser view. The problem is that users are also counting towards the license limit.

The definition of an "active" user in Jira is "an account that can log in"
Go to Jira Admin -> Global permissions, and look at the first three lines in the table - Jira Administrators, Jira System Administrators and Users. To the right, there are groups listed, and anyone who falls into any of those groups is counted as an "active user". (If someone is in more than one group, don't worry, they are still only counted once)
Just a little addition:
A user who is not "active" anymore in Crowd, might still count towards JIRA's license limit (see JRA-25770) although he won't be able to login.
This happens as JIRA does not clone the "active"-flag of its Crowd directories.
