Question: is there capability to make field(s) required only once issue is in a particular status/state?

I have a customized workflow with additional statuses and once an issue has reached a particular status and beyond then I want certain fields both standard and customizable to move from optional to required for their value settings.

I've reviewed the various available plugins (all 397 of them) and there are some potential plugins but the documentation is vague so I'm hoping for a little direction.

You're right in that you need a plugin - off-the-shelf, Jira doesn't have a validator to do this, but there are quite a few plugins that provide it.

All the ones I've tried work fine, but they're all part of bigger plugins, so it's more a case of finding a plugin that may have other things you want to use as well, and use that one.

You need to look for a *validator*, that you can then add to any transition *out* of a status, that will check the field and force it to be filled in. For example, if you have a dead simple workflow of Open, In Progress, Closed, you'd add the validator to the in-progress -> closed and tell it to validate "reason for closure has data".
