Rally Jira connector

Can someone guide or provide step by step process for building a Rally to Jira connector and can I also get pre requisites and other things to consider while using and developing connector?

I have never used rally, and never worked on a connector and now I do have a request from teams to establish connector, what is the correct way to approach people, what info should I gather, how should I implement it, is there a plugin or is it server side etc
