Adding comment should be made mandatory when someone tries to modify the story points of an user story once sprint has started

For this you would need an addon app. One of the most common solution relies on Scriptrunner. There are others you can consider though. You may already have such an addon. I have seen a number of posts in the Community that present Scriptrunner solutions specifically so if that is an option I would search for examples here.
