there are no chanche to allow customer to edit workflows and, in my mind, that requirement has no sense.

Not on Server/Data Center. If you're on Jira Cloud, you could set up Team-Managed projects so your clients acting as project admins could customize their own workflows.

What do you mean by "clients"?
You wouldn't want customers or developers altering workflows, only scrum masters, team leads and admins. "clients" implies "customers".

Ok, at a project admin level, yes, there is a limited function for this.
It's actually a team-lead / scrum-master level, rather than project admin, as it's done via Agile boards rather than project, but your Jira admins can enable it.
Be aware that simplified workflows can not have any clever functions in them - No validators, conditions, post-functions etc.
