Does the JIRA Service Desk system absolutely support the Arabic language and page direction - RTL - on all dashboards (administrative & clients)?
And if he does not support that, is there a plan to support it soon?

Jira SD doesn't support RTL out-of-the-box. For some of our Arabic customers we created our own custom add-on to support RTL on Jira SD Customer Portal with ability to switch to English for some users.
You may also use this app if you want to use Arabic in Jira agent part only.

Nope. It works for Server/Data Center only. I'm not sure if it's event possible to do that in cloud.

Yeah... I'm looking for such ways because I now work in a product with Arabic-speaking user community. We wanted to use Jira Service Management to let them file bugs themselves but... the users don't speak English, just Arabic - and not having RTL and JSM translated to Arabic prevents us from using it. Any ideas how to escalate this issue?

You'll get this by using Arabic for Jira, full Arabic language support, and RTL alignment to Jira.

We're still challenging Atlassian Cloud Technology to see how to do it, but we've worked on a workaround
For Mobile Users we supported Arabic & RTL in Mobile for Jira as below:
For Desktop Users we're releasing a new version that supports Arabic & RTL (in 2 weeks from now) in Desktop App for Jira (I ask u to watch this addon)
And for Outlook & Google users we've supported that in both Microsoft Outlook for Jira & Google to Jira
In addition, Jira Users & Portal Customers can make use of our Chrome Extension to do so as below:
