We are using Jira v7.6.2. We have plenty of Issues in live projects and few projects not in live, that are responsible for downgraded performance.
Hope I have explained my request clearly. Please advise if need more information.
I would really appreciate if you can put your suggestions or thoughts here.

You can move issues that you want to archive to a new project. In the new project, make sure that the permission scheme only has..for example, admins in the BROWSE PROJECT project permission.
Like wise, do the same for the projects that are not in use. It comes down to have a new permission scheme that has the intended users in the BROWSE PROJECT permission.

That might not be a good idea, if I move the issues/projects to new project again that is going to be performance issue as it needs to indexed.
The url take me to v7.12 document, we are still at v7.6. These are new features in 7.12.
