is there any way to automatically import csv/excel files in Jira to create/update issues /subtasks ? Automatically can be click of a button/post function etc
Are there any plugins in the marketplace to do so?

You can use the Bob Swift Run CLI Actions in Jira plugin to create/update JIRA issues by making use of runFromCsv action. Please follow the steps from How to use runFromCsv page.

However my requirement is to read an excel file automatically, validate exsiting tickets in Jira and create/update them. Is it possible?

I have a similar issue. We would like to use CLI (which I believe will work from what I read), to automatically update issues and add new ones from a csv file. We have a csv file that gets dropped to our shared drive, and we want to be able to import that data to 1) update issues and 2) add new issues.
Can someone point me in the direction and/or confirm CLI would work for this?
